Any person may file a complaint with the Registry, if he or she believes a violation of the campaign finance law has occurred or is about to occur. Complaints must be made in writing, and statements in a complaint must be sworn to and signed in the presence of a notary, under penalty of perjury. A complaint that meets the requirements of the Registry’s Complaint procedure becomes public record only after all Respondents have been notified and given an opportunity to respond to the allegations. Upon service, a Respondent has fifteen (15) days in which to respond to a Complaint.
While Registry administrative actions are not presently available online, copies of specific past Registry actions may be requested under the Kentucky Open Records Act. You may contact the Registry’s Office of General Counsel for additional information regarding past Registry actions.
Any person may request an advisory opinion from the Registry concerning the application of Kentucky’s campaign finance law to a specific transaction or activity. An authorized agent of the person requesting an advisory opinion may submit the advisory opinion request, so long as the identity of the principal is disclosed. An advisory opinion permitting a certain transaction or activity may only be relied upon by the person or committee involved in the specific transaction or activity.
