Craig C. Dilger, Registry Chairman
Craig C. Dilger, Louisville. Mr. Dilger is a member of the Business Litigation Practice with the law firm of Stoll Keenon Ogden PLLC. His focus is employment, sports, education, and complex white collar criminal defense law. In addition, Mr. Dilger currently represents athletes and sports entities in a variety of areas. He has served as lead Trial Counsel representing the University of Louisville Athletic Association and Head Football Coach Bobby Petrino in the civil case filed by Ryan Holifield, a former offensive lineman at U of L. The case received national sports media attention during the trial in March of 2006.
Prior to joining Stoll Keenon Ogden, Mr. Dilger served as an Assistant Commonwealth's Attorney with the Office of the Commonwealth Attorney. During his tenure as a prosecutor, Mr. Dilger served as the Assistant Division Chief of the Unified Special Prosecution Unit, Assistant Division Chief of the General Trial Unit and the Division Chief for the White Collar Crime Unit. Mr. Dilger earned a B.A. in business administration and economics from Bellarmine College and a J.D. from Salmon P. Chase College of Law.
He is currently serving his third term as a Board Member and his sixth consecutive term as Chairman.

David R. Martin, Registry Vice-Chairman
David R. Martin, Morgantown. Mr. Martin retired as Butler County Judge Executive after being elected five times. He next served as the Executive Director of the Kentucky County Judge Executives Association from 2000 to 2003.
Mr. Martin served on several boards during his tenure as Butler County Judge Executive and continues to serve on the Barren River Area Development Board and is a member of the Kentucky Public Health Association. He serves on the Board of Directors of Butler County Water System Inc. and the Rochester Volunteer Fire Department Board. The Leslie Knott Letcher Perry Community Action Council currently employs him in the Transportation Division for Community Relations.

Rosemary F. Center
Rosemary F. Center, Frankfort. Ms. Center retired from state government after serving as General Counsel to the Kentucky Registry of Election Finance from 1994-2005. Prior to being appointed as General Counsel to the Registry, she held Staff Attorney positions in state government and was an Assistant Attorney General and a Legislative Analyst with the Legislative Research Commission. Earlier in her career she was appointed and subsequently elected as Wolfe County Attorney.
She graduated from Morehead State University with A.B. and M.A. degrees and received a J.D. degree from the University of Kentucky College of Law. She was a member of the Leadership Kentucky Class of 1996.

Ken Harper
Ken Harper, Crestview Hills. Mr. Harper attended the University of Kentucky. He began his public service career in 1963 when he was first elected to the Kentucky House of Representatives where he served 9 terms before retiring in 1994. In 1971, he was appointed Secretary of State by Governor Louie B. Nunn.
During his tenure in the Kentucky General Assembly he served on numerous House committees, the Legislative Research Commission and the Federal Budget & Tax Policy Committee of the National Conference of State Legislators. He is Past President of the National Republican Legislators Association and Past State Co-Chair of the American Legislative Exchange Council. He also served as Assistant Commissioner of the Kentucky Department of Child Welfare, and as Commissioner of Public Information. Harper is past Chair of the Northern Kentucky Convention and Visitors Commission and is past Chair of the Northern Kentucky University Foundation. He has been honored with numerous public service awards and is currently a Commercial/Industrial Real Estate Broker with Staubach Realty Services.

Leigh A. Jones
Leigh A. Jones, Berea. Mr. Jones was born and raised in Mankato, Minnesota. He graduated from the University of Minnesota School of Business with honors in 1954. He began his business career working for Arthur Andersen & Co. in Minneapolis. In 1964, he moved to Kentucky to become the chief financial officer for Berea College. He retired from Berea College as Vice President for Business and Finance in 1997. Mr. Jones is a Certified Public Accountant and has an MBA from Eastern Kentucky University.
Over the years Mr. Jones has conducted numerous seminars on college and university finances, including teaching at the University of Kentucky College Business Management Institute. He was a long time member of the Board of Directors of Berea Hospital Inc. and was Chairman of the Board at the time it was merged with St. Joseph’s Hospital in 2005. He and his wife Patricia are both active members of the League of Women Voters of Berea and Madison County.

Terry Naydan
Terry Naydan, Lexington. Dr. Naydan is a retired teacher and a recent graduate of the University of Kentucky School of Education’s doctoral program. Her doctoral research was in the area of adult literacy. She was born and raised in New York City and has taught Language Arts at all grade levels in the Wyckoff, New Jersey school system for over twenty years.
Dr. Naydan has served as president of the Kentucky League of Women Voters from 1999 - 2003. She has also served as President and Vice President of the League of Women Voters of Lexington/Fayette County. She is currently serving a two-year term as Co-President of the Kentucky League of Women Voters.
Dr. Naydan graduated from William Paterson University with a BA and MA in Elementary Education. She also holds a Master of Arts degree in Student Counseling Services from Upsala College as well as a Doctor of Education degree from the University of Kentucky.

Thomas B. Stephens
Thomas B. Stephens, Lexington.
Mr. Stephens, a native Kentuckian, is a graduate of Tulane University and the Loyola University School of Law, both in New Orleans, Louisiana. Upon graduating law school, Mr. Stephens was awarded a Presidential Management Fellowship in Washington, DC. During this Fellowship, his activities focused on regulatory compliance and alternative dispute resolution of seagoing international common carriers. Upon returning to Kentucky, Mr. Stephens has held various positions in state government, including service as General Counsel to the Kentucky Personnel Cabinet and as an attorney at the Justice and Public Safety Cabinet. Recently, Mr. Stephens served in a dual capacity with Alltech, Inc. as Corporate Counsel and Director of the Alltech Fortnight Festival, in support of the 2010 World Equestrian Games.
Mr. Stephens is currently an attorney and consultant in Lexington specializing in corporate law and business planning. He also serves as General Counsel for De Wet’s Toast of Kentucky.
